Although there are five government-nations who claim authority over the five companion star systems of the Hoshiko Cluster, these colonial nations still remain relatively infantile, possessing only a limited amount of power centered primarily around their capital world. The smaller, more remote, colonies and space stations, though allied with the nations, often are independently governed, in most cases by a local "lord" who retains control through physical force or monopolization of goods and resources. Some of these lords are beneficent leaders, honestly striving to help their community grow to be a better place, but most tend to be power hungry megalomaniacs always working to increase their power, wealth and influence, regardless of the cost to the "little people". In the most extreme cases, the local lord might even be an outright criminal villain.

Marco Carbajal Colón, aka. “El Oso”, is a high-ranking member of the Baldío Cartel and the local crime lord in charge at Farside Station. He is heavily involved in the local black market as well as taking contracts for special shipments of delicate cargoes. Colón is a “grease-ball” crook, prone to cocaine use, who is often very moody. If all is going well (for him and his business), then he is generally in a likable mood, but when things go wrong, he gets easily angered and is prone to abusing others, and especially favors use of dismemberment by machete as punishment for failures. He can most often be found lounging in the Midge Inn Tavern or his private residence; he is always accompanied by several of his gang.

Mèng Jianyu, aka. Èyìzhao [oo-yee-dwah] “malevolent claw”, is a Hēizhao crime lord, master of all operations within the capital city of Jiang on Shanghai Er. Believing himself to possess more power, wealth and authority than the Emperor, he runs the organization's operations as if he were the ruler of Jiang. Police and politicians that can be bought are paid an income; those that can’t get killed if they interfere in Hēizhao operations. Mèng holds “court” at his headquarters--remodeled interior of a derelict warehouse--where he sits on his throne, advises his captains, rules over inter-gang relations and judges on bequests made by followers/visitors. There are numerous bodyguards who watch over him at all hours; only someone who is suicidal would attempt to get aggressive in his presence. All visitors must submit to search and seizure of any weapon (same as police checkpoints). Mèng talks a lot, often in long, drawn out philosophical spewings, expecting his audience to listen attentively, not interrupt, not question the truth of what he says.

Gù Liko Xiaobo, is the local crime boss of the Hēizhao on the Bianjiè outpost. In addition to heavy involvement in black market trade, the gang has their hands in nearly every business establishment on the outpost. He pays significant bribes to the local lawmen to “look the other way” in regards to gang dealings. Gù Liko is effectively, although not officially, the governor of the Bianjiè outpost, with the Hēizhao having a strangle-hold of Bianjiè.

He, and his close associates, can most often be found either hanging out at the Lián Fěnhóng (“Pink Orchid”) brothel or at Gù Liko's private, and secure, residence.

Gù Liko is especially cruel and ruthless, but always in very quiet, calm and polite manner; only the most dire situations will anger him enough to lose his cool. He is known to have individuals tortured when attempting to gather information or achieve results (even his own underlings). He is never opposed to killing, however, he is also somewhat obsessive with games, and gambling, so he is often just as likely let someone go based on the outcome of a game instead of just outright killing them.
